Who was that drunk pharaoh who blamed the jews for being "responsibile for all the wars in the world"?

I heard this rumor, there once lived a pharaoh who hated jews. No, he was not Rameses. One night when he was riding in his chariot, he got really drunk. A Jewish gaurd arrested him for his drunk behaviour, and he started screaming out curse words about jews.
